Newer carpet - shag is just gross, no matter how clean.
Professionally cleaned floors/carpet between leases - by the Landlord of course.
Fresh paint - maybe not every year, but the peeling paint is trashy.
Well maintained exterior - I know it's a college rental, but let's make sure it doesn't look abandoned and limit the over-grown landscaping.

A door chime alone adds just enough extra security
Working deadbolts, locks, and window locks matter to me
Displaying security system signs in the yard or on the front of the house provide an added sense of security
Motion lights or well lighted exterior make me more comfortable
It is important that there is an actual security system, like ADT
