Thank you for participating in this survey. It is part of a European Commission project to measure the economic and social impact of the public domain in Europe. This survey is attempting to gain information about the scale and types of usage of public domain works in the higher (tertiary) education sector. By public domain we mean material that is not or is no longer protected by intellectual property rights and includes resources which can be freely accessed and used and re-used by all. The public domain contains published works, such as literary or artistic works, music and audiovisual material for which copyright has expired, material that has been assigned to the public domain by the right holders or by law, and raw data, such as facts and numbers. This survey is not concerned with the use of materials licensed under sharing schemes such as Creative Commons. Our study is examining these, but as a separate element of the project.
